Is Microsoft intentionally slowing down Chrome so people start to use Edge? Snapshots

Below is the image you see of clocking when you hit a URL first time, Looks like it's trying to resolve the webpage but some DNS delays from OS. I did see this resolved after few days of my windows install, and I did notice after some update from windows this issue gets fixed.

To temporarily resolve this I did start using Edge as my default browser in setting which is kind of cheating OS that you are using Edge as a default browser, After update restart and Chrome starts working with out any issues and I did notice when you hit multiple times same URL in Chrome browser sometimes it starts working too. I am not sure of more technical details of what Windows is doing but I see a bug which might be intentional or unintentional either by Chrome or Microsoft.
